I’m still in a fight with carbs in my ZX7R and still cant get satisfied, maybe you can make some fresh suggestions. So: ZX7R 1997 with full Muzzy ti pipe and Factory kit inside. Sometimes there is a plug in the end of the tube as well but most of the older carbs didn't have it. You'll have to get a mirror to tell whether your carb has it or not. One of the mixture screws seemed well out, so hopefully that was the cure. I do think they need balancing so will call someone out to do that for me (don't have a gauge). If you need to adjust above or below this range then the slow jet will probably need to be replaced with one richer or leaner as required, consult your owners manual for the standard setting.
